PROBLEM TO BE SOLVED: To provide an information communication service system excellent in operability by efficiently utilizing an operator terminal having a telephone function. SOLUTION: This information communication service system has a message exchange 10 that makes an information service with any of a plurality of operator terminals at a serer side connected to a customer's terminals via a network 5, converts at least voice data from a terminal into packet data and transmits the converted data to the operator terminal and has an exchange function device 12 that decides to which operator terminal in a plurality of the operator terminals a message is to be distributed on the basis of a customer's call identifier received from the message exchange. On the other hand, the selected operator terminal has at least a message exchange function means, which converts the packet data into the voice data and outputs the data in sound.
