PROBLEM TO BE SOLVED: To surely impose charging to subscribers viewing a PPV program. SOLUTION: A subscriber pays a security money to view a PPV program in advance at its contract and a subscriber management section 330 of a pay broadcast center 300 records and manages this security money. Thus, even when view history information of the PPV program is not uploaded from a pay broadcast receiver to the pay broadcast center 300 due to a problem of a communication channel as a result, the pay broadcast center 300 can collect charging on viewing the PPV program from the subscriber above. |
