PROBLEM TO BE SOLVED: To obtain a ruled line which has high resistance to the blurring, etc., by generating a reduced image from an inputted image, extracting a ruled line candidate from the reduced and original images respectively and then comparing both extracted candidates with each other to extract a ruled line. SOLUTION: An image input part 1 such as a scanner reads an original and stores an input image in an original image memory, and a run extraction processing part 2 extracts a run in regard to the horizontal scanning direction of the image data stored in the image memory. Then the images equivalent to 4 lines are written with OR into a line buffer from the part 1 and the vertical scanning direction is reduced down to 1/4 to generated a 1/4 OR reduced image. A ruled line candidate extraction part 3 extracts the ruled line candidates from a concatenated rectangle for only the runs larger than the prescribed threshold via the runs of an original image and the 1/4 OR reduced image. Then a ruled line extraction part 4 compares the extracted ruled line candidates with each other to extract a ruled line.
