PROBLEM TO BE SOLVED: To increase using efficiency of a memory, and to quickly attain image processing by comparing the code amounts of code data with the capacities which are not used of plural compressed page memories, and selecting the page memory which stores the code data. SOLUTION: An image processing part 20 subjects input image data 110 and decoded image data 140 to image processing and transmits the data to an encoding part 30 as processed image data 120. An encoding part 30 operates prescribed image compression encoding to the processed image data 120 and transmits the code amounts of the processed small region to a capacity monitoring part 52 as code amount information 152. The capacity monitoring part 52 receives information on capacity which is not used from a first compressed page memory 50 and a second compressed page memory 51. A memory control part 40 receives a control signal 153, based on the capacity monitor of the capacity monitoring part 52 and allows one or both of the first compressed page memory 50 and the second compressed page memory 51 to store code data 130, generated by the encoding part 30 based on the control signal 153.
