PROBLEM TO BE SOLVED: To properly detect illegality of a forged or counterfeited prepaid card by quantizing one of two pieces of reproduced information, defining it as characteristic data, ciphering the characteristic data based on data obtained by quantizing the other of the reproduced information and discriminating an unauthorized card by propriety of decoding of the ciphered characteristic data. SOLUTION: Card information stored in a card information storage part is quantized by a quantization processing part and temporarily stored in a quantized data storage part. The characteristic data read by a data reading part 352 is decoded by the reproduced information quantized by a quantization processing part of a reader/writer for card information and stored in a characteristic data storage part 355 by a decoding processing part 354. The quantized data stored in the quantized data storage part is compared with the quantized data stored in the characteristic data storage part 355 and they are discriminated whether they are coincident with each other or not by a consumption processing part. When they are coincident with each other, the prepaid card decided to be normal. |
