PROBLEM TO BE SOLVED: To stably achieve combustion of thermally decomposed gas and melting of ash in a melting furnace. SOLUTION: There are provided a grate type thermal decomposition furnace 1 where waste is combusted and thermally decomposed in the state of lean oxygen on a grate 2 to produce thermally decomposed gas, and a melting furnace 3 where thermally decomposed gas from the thermal decomposition furnace 1 is introduced into a melting furnace 21 to melt ash. There is further provided an ash supply line 4 for supplying a thermally decomposed residue involving ash and non combusted fraction discharged from the thermal decomposition furnace 1 into a melting chamber of the melting furnace 3, and further there are provided on an ash supply line 4 a magnetic sorter 31 for magnetically sorting the thermally decomposed residue and a ball mill 32 for grinding the same.
