PROBLEM TO BE SOLVED: To provide a hologram forming device and a method therefor capable of forming a holographic stereogram in a short time. SOLUTION: An image is presented to a spatial optical modulation element 10 corresponding to the position of the local area of photosensitive material 19 regulated by the aperture of a slit 18. Object light emitted from the element 10 successively passes through a lens 11, the aperture of a spatial filter 12, a lens 13, a one-dimensional lens array 14, a lens 15, a lens 16, a cylindrical lens 17 and the aperture of the slit 18, and is made incident on the local area of the material 19 at a specified incident angle after high-order diffracted light is removed. A reference light is made incident on the local area of the material 19 from the rear of the material 19. In the local area of the material 19, the object light and the reference light interfere with each other and an element hologram is recorded. Thereafter, the material 19 is moved in an x-axis direction and the element hologram is similarly recorded in the adjacent local area.
