PROBLEM TO BE SOLVED: To facilitate an air mixture prevention operation when operating an accumulator drain while retaining a drain function without requiring any change in equipment by installing a water-sealing part in an accumulator drain line for a water pressure control unit. SOLUTION: A water-sealing pipe 16 and a jig drain valve 15 are provided at an accumulator drain line. By closing the jig drain valve 15 when operating an accumulator blow, blow water is introduced into the water-sealing pipe 16 and no air is mixed between a scram valve 11 and an installed drain valve 12 due to the head of the water-sealing pipe 16. Also, after the blowing is completed, the installed drain valve 12 is closed, and the jig drain valve 15 is opened, thus unloading the total amount of blow water in the water-sealing pipe 16. The jig drain valve 15 has been installed to break a water-sealed state. By opening the drain valve in cases other than the operation of the accumulator drain, a state without any change from a water-filled state before installing the tool can be maintained.
