PROBLEM TO BE SOLVED: To facilitate on-board programming of a flash memory by providing an address decoder for translating the output address of a CPU to the mapping address of a boot mode. SOLUTION: An address decoder 4 receives a boot mode signal at the time of the boot mode, generates the enable signal of a boot memory 3, translates an address from a CPU 1 to the mapping address and respectively outputs the enable signal to the boot memory 3. Thus, since the address decoder 4 translates the mapping address of the boot memory 3, even when a microcontroller is activated in the boot mode, the mapping address of a flash memory 2 can be activated while keeping the same arrangement as a user mode. Therefore, in the case of on-board programming, the address of an instruction to be arranged in the flash memory 2 can be programmed and prepared by writing/erasing the flash memory 2 without caring of the boot mode.
