PROBLEM TO BE SOLVED: To increase axial torque at low speed by adding magnetic force by the electromagnets provided at both ends of the rotor which consists of a permanent magnet member. SOLUTION: This high-torque motor generator comprises a rotor attached to a rotary shaft, a stator 4 arranged around a rotor 3, and electromagnets 9 arranged at both ends of the rotor 3. The rotor 3 is composed of a permeable member 6 arranged around the rotary shaft 2, a magnetic path core 7 arranged around the permeable member 6, a plate-shaped permanent magnet member 5 arranged around the magnetic path core 7, and a reinforcing member 16 fixed to the periphery of the permanent magnet 5. The electromagnet 9 is composed of electromagnet cores 8, which are arranged at both ends of the permeable member 6 of the rotor 3 and are equipped with cuts 15, and an electromagnet coil 19 which is arranged apart around the electromagnet core 8 and is fixed to a magnetic path case 1B.
