PROBLEM TO BE SOLVED: To provide the method and device for distributing an execution right of a CPU by which the processing time of the entire program can be shortened. SOLUTION: In this execution right distributing method, a timeεas a parameter reflecting the occupation time of a CPU by a program and a thresholdτas a reference value for execution right distribution of the CPU are introduced, the execution right of the CPU is distributed to a program 22 according to the relative value of the timeτand the thresholdτwhen an event sent to the program 22 takes processing time, and the execution right of the CPU is distributed to the program 22 when an event sent to the program 22 does not take processing time.
