PROBLEM TO BE SOLVED: To attain recording and reproduction without increasing the information amount in the case of recording and reproducing one program from a stream signal where a plurality of programs are multiplexed in time division. SOLUTION: The stream signal of a program separated by a stream separator and being an object of recording is recorded and reproduced at a prescribed rate by a recording and reproducing section 135 and stored in a memory 115. A rate computing element 11 obtains a transmission rate from the PCR of the stream signal and stores it to a register 113. A PCR computing element 119 obtains a PCR value in accordance to the above prescribed rate on the basis of the PCR value of the reproduced stream signal and the transmission rate of the register 113, a comparator 121 compares the PCR value of the reproduced stream signal with the PCR value obtained by the PCR computing element 119, and a controller 123 controls the read of the stream from the memory 115 in response to the comparison result.
