PROBLEM TO BE SOLVED: To automatically extract a still picture as a summary picture without manual intervention from a moving picture including an operation of a human body and an object. SOLUTION: In a video image editor-image processing unit or the like employing a nonlinear editor or a computer, a motion of a pixel area or a characteristic point in a moving picture including a motion of an object or a human body is measured, and a point of time when the motion is temporally discontinuous is detected (2, 4, 6, 8, 10), a still picture at that point of time is outputted from a frame number and summarized picture extract section 12 so as to automatically extract a summarized picture representing contents of the operation included in the moving picture.
