PROBLEM TO BE SOLVED: To prevent the component cost from being increased by providing a 1st data read section that reads data buffered in a 1st memory at a proper transmission rate, modulating the read data at a proper frequency, transmitting the modulated data, demodulating the modulated data, and buffering the demodulated data in a 2nd buffering memory. SOLUTION: A MODEM section 1 once receives data via a telephone line, demodulates the data into digital data, and a 1st data write section 2 buffers the demodulated data to a 1st buffer memory section 3. The capacity of data sent continuously from a transmitter side is limited less than the capacity of the buffer memory depending on the memory capacity of the buffer memory. A 1st data read section 4 reads the data buffered in the buffer memory section 3, a 1st modulation transmission section 5 modulates the read data, and transmits the modulated data. A 2nd buffering memory 11 buffers the data demodulated by a 1st reception demodulation section 9.
