PROBLEM TO BE SOLVED: To shorten time until an information unit on a center side collects a response telegram after a request telegram is transmitted by transmitting response data outputted from a terminal side processor to a terminal side radio equipment and permitting the terminal side radio equipment to hold transmitted response data. SOLUTION: A request telegram is outputted from a center side information unit 11 to a center side radio equipment 1. The center side radio equipment 1 establishes a transmission line 5 with a terminal side radio equipment 2 and transmits the request telegram to the terminal side radio equipment 2. A terminal side information unit 12 previously transmits response data for response telegram to the terminal side radio equipment 2 at every prescribed period or whenever an event is generated. The terminal side radio equipment 2 holds response data transmitted from the terminal side information unit 12 and updates response data which is kept at the time of receiving response data. The terminal side radio equipment 2 generates the response telegram from response data which is kept after the request telegram is received and it is transmitted to the center side radio equipment 1.
