PROBLEM TO BE SOLVED: To read a picture in a state where a light source is stable and to reduce the time for reading. SOLUTION: A color which an operator desires to dropout, is designated by using a dropout color selecting switch part 111 before reading a form 101, thereby one of light source 102 to 104 is selected to read the form 101. A slip information detecting part 108 detects the dropout color of the form based on dropout identifying mark information included in read picture information, compares this detected dropout color information with designated dropout color information by an information comparing part 113 and in the case of non- coincidence, that fact is displayed on a display part 115 and display for quickening next operation to the operator is executed.
