PROBLEM TO BE SOLVED: To provide a guide information for discovering a moving object having a desired attribute from the group of the unspecific number of moving objects such as persons, animals, and objects moving outdoor, and for approaching the discovered moving object. SOLUTION: A moving object data storing part 11 of a control center 1 manages and stores the position information and attribute information of a moving object. At the time of receiving the discovery condition of a moving object from terminal equipment 2 for a moving object, a retrieving means 12 retrieves the moving object data storing part 11, and displays the list of moving objects at the terminal equipment 2 for a moving object being the origin of request. A guide information calculating means 14 calculates guide information to the discovered moving object selected by the terminal equipment 2 for a moving object being the origin of request according to a prescribed privacy setting level, and transmits the guide information to the terminal equipment 2 for a moving object being the origin of request.
