PROBLEM TO BE SOLVED: To conduct optimum delay fluctuation control in response to a status of a data network during a speech or for each speech by changing the setting of a delay fluctuation perturbation parameter of an Internet telephone server of a caller side of a called side during the speech. SOLUTION: The Internet telephone system is provided with Internet telephone servers 101 each consisting of a voice data processing section 104 that converts a voice signal into packet voice data or vice versa, a memory 106 that stores a delay fluctuation perturbation parameter, and a delay fluctuation perturbation control section 105 that controls a reproduction delay time of a voice signal processing section according to the delay fluctuation perturbation parameter stored in the memory, and with a data network 121 that interconnects the Internet telephone servers. The Internet telephone server 101 is provided with a parameter setting processing section 107 that extracts the delay fluctuation perturbation parameter from a tone signal included in a voice signal and stores the extracted delay fluctuation perturbation parameter to the memory.
