PROBLEM TO BE SOLVED: To perform the quality control of virtual passes(VPs) and to obtain statistic multiple gain between VPs by newly storing a virtual channel(VC) in the VP of a variable bit rate on the basis of a 3rd evaluation expression or the like for evaluating whether the VC can be stored or not. SOLUTION: The sum of the sustainable cell rates(SCRs) of already set VCs, i.e., a parameter S1+... Sn, is calculated, the SCR of a certain VP is read out from a memory and the 3rd evaluation expression to be a comparing expression between the sum of the SCRs of VCs and the SCR of the VP is evaluated. When the 3rd evaluation expression is true, these VCs can be received by the VP 108, so that a connection setting request signal corresponding to a receivable signal is sent to an AT exchange 102 and the VCs are newly stored in the VP of a variable bit rate. Since whether the VCs can be stored in the VP or not is judged, the quality of the VPs can be managed and statistic multiple gain between plural VPs can be obtained.
