PROBLEM TO BE SOLVED: To provide a shoplifting and burglary preventing device for detecting the shoplifting of plural kinds of merchandise by a gate sensor even when plural persons simultaneously pass through the gate sensor. SOLUTION: A radio tag is attached to the merchandise of a store, and radio waves from the radio tag are received, and an alarm is generated at the entrance/exit of the store in this shoplifting and burglary preventing device. This device is provided with a radio tag 2 capable of the setting of transmission frequencies by the setting of data constituted of plural bits, a receiving circuit for receiving a transmission signal from the radio tag 2, a frequency receiving and detecting circuit 31 for receiving a signal from the receiving circuit, and for individually detecting the transmission signal with frequencies set by the setting of the data, and for individually generating a detection signal, and an alarm device 32 for receiving the individual detection signal from the frequency receiving and detecting circuit 31, and for generating a different alarm signal according to the detecting state.
