A device for producing granules, provided with a spray nozzle (4) so disposed as to spray a liquid material (3) upwards and a method therefor, the device comprising: the spray nozzle (4) disposed inside a granulating room (1), for supplying by spraying the liquid material (3), consisting of at least one of a mixture of solid and liquid and a solid-dissolved solution, into the granulating room (1) in the device body (2); an air supply unit (5) provided below the granulating room (1), for supplying air (6) used to allow the liquid material (3) and work-in-process granules to float and flow in the room (1); and an air exhaust outlet (7) provided at the upper portion of the room (1), for exhausting the air in the room (1).
