A blank exposure apparatus producing no black stripe on the front edge of a form, for forming a non-image area on a photosensitive body by exposing the surface of the photosensitive body to light to eliminate the charge thereon. The blank exposure apparatus includes a blank exposure lamp constituted of an array of multiple light-emitting diodes (31), a constant-voltage power supply circuit (35) for applying a constant voltage to the light-emitting diodes (31), and a switching element (36) for turning on/off the constant voltage. The control unit (110) controls the switching elements (36) when the blank exposure lamp is turned off and generates one or more pulse voltages to apply them to the blank exposure lamp, thus decreasing the amount of light from the blank exposure lamp gradually when it is turned off. An image forming device is also disclosed.
