PROBLEM TO BE SOLVED: To provide planting concrete high in a germinating rate, favourable in growing plants after germination and easy to manufacture. SOLUTION: Porous concrete 3 for plantation and a seeding sheet 20 for plantation provided on a surface of the porous concrete for plantation are included. In this case, the seeding sheet 20 for plantation is structured to have sheet type nonwoven fabric 4, a seed fixing sheet 11 provided on one surface of the sheet type unwoven fabric 4 and a fertilizer fixing sheet 18 provided on the other surface of the sheet type unwoven fabric 4. Thereby, the porous concrete 3 for plantation is manufactured by mixing at least a hydraulic component, coarse aggregate and a composition constituted of fine particle type highly hygroscopic resin impregnated with foaming plastic and water and hardening the hydraulic component.
