PROBLEM TO BE SOLVED: To enable a fine uneven pattern to be formed on the surface of a steel mold for seal molding by photographing a desired fine surface uneven image and preparing a negative picture after development to apply wax to a sensitized plate and further, transferring the negative picture to a mold through a contact paper to etch the mold. SOLUTION: An image having a desired fine uneven surface is prepared using a computer program or a negative picture obtained after photographing the surface picture of an actual object is placed on a sensitized plate to be exposed to light and wax is adhesively applied to only the exposed region and further, a transfer paper is placed on the wax. In addition, the transfer paper is placed on a metal or a composite material mold which is capable of giving the characteristics of the fine uneven pattern-formed surface to a seal and the wax is applied to the metal mold, e.g. a steel mold to be transferred. Next, the mold is soaked in an acid or acid mixture-filled bath to be etched and cleaned to obtain a mold. Consequently, it is possible to fabricate the surface of the mold for seals, having a fine uneven pattern on the surface, of an elastomer material such as a rotating seal, a rocking seal, a rotary seal ring or a rotary rocking seal.
