PROBLEM TO BE SOLVED: To provide filling materials stabilized in viscosity properties and strong against dilution with water and salinity. SOLUTION: Tail sealing filling materials to be used in shield tunneling are constituted by mixing a first liquid containing at least sodium silicate with a second liquid containing at least bentonite, and fibers and a thickener are incorporated into at least one of the first and second liquids, respectively, and the volume mixing ratio of the first liquid to the second liquid is set at 1:1-20.
