PROBLEM TO BE SOLVED: To easily, certainly and efficiently carry out work to arrange reinforcing bars in lattice work at right positions on a slope by providing sufficiently large slope inhibiting force and eliminating a trouble of causing slope collapse in the middle of construction. SOLUTION: An anchor is arranged to form a lattice on a slope, a bearing member 17 is installed on a head of this anchor, and restraint force of the slope is provided by the bearing member 17 and the anchor. Reinforcing bars 13 are individually arranged between the anchors 16. Head end parts of the reinforcing bars 13 are dropped in longitudinal grooves 22, 23 in different depth provided on side plates 19 on four corners of the bearing member 17, and they are fixed on the side plates 19 by fastening them by two nuts 29 screwed in screw parts of the head end parts of the reinforcing bars 13. A lattice type slope frame is formed by spraying mortar or concrete on parts of the reinforcing bars 13 and a part of the bearing member 17. Thereby, the reinforcing bars 13 are correctly arranged when they are dropped in the longitudinal grooves 22, 23 of the side plates 19. Additionally, it is possible to secure stabilization of the slope at a stage before arranging the reinforcing bars 13.
