PROBLEM TO BE SOLVED: To prevent men from entering those areas such as dangerous areas and prohibited areas, and also make it impossible for a belt to be fastened by a third person when a worker or an invader enters these areas and performs such operations as inspection and repair, field trip, training, and observation so as to secure the safety of the persons and allow the persons to lock and unlock the belt. SOLUTION: A belt device comprises belt winding means B and fixing means A with switch mechanism which are installed on one and the other of an area (a) to be sorted, respectively, a belt C used for demarcating the area, a male metal fitting D installed on the fixing means with switch mechanism provided on the free end side C1 of the belt, male metal fitting mounting and removal means provided on the fixing means with switch mechanism, and insert prevention means. By this, entry of personnel into those areas such as prohibited area from entry is prevented and, when one works make a field trip to these areas, it is made impossible for the belt to be fastened so as to ensure safety.
