PROBLEM TO BE SOLVED: To generate damping force according to the normal by opposing the upper/lower ends of a vane by having clearance to upper/lower flat surfaces of a housing member, vertically movably arranging a seal member respectively slidingly contacting with the upper/lower flat surfaces, and energizing the seal member in the direction for projecting from the upper/lower ends of the vane. SOLUTION: The upper/lower ends of a vane 21 are opposed by having clearance to upper/lower flat surfaces 22b, 23a formed in a housing member. A seal member respectively slidingly contacting with the flat surfaces 22b, 23a is vertically movably arranged on the upper/lower ends of the vane 21, and this seal member is energized in the direction for projecting from the upper/ lower ends of the vane 21 by an energizing spring 28 arranged on the back side. Thus, since the upper/lower ends of the vane 21 and the flat surfaces 22b, 23a do not contact with each other, the so-called gall phenomenon is not caused, and since the seal member 27 eliminates clearance, oil leakage is nor caused. Thus, stable damping force can be permanently generated.
