PROBLEM TO BE SOLVED: To improve durability and an operation rate, and reduce initial costs and running costs by attaching an elastic seal material to an outside of a rotary locus of a rotor top part in a pump casing, and disposing a delivery port and a suction port on upper and lower parts of a rotor rotating direction where the attaching part is held. SOLUTION: When a part of an elastic seal material 13 which is brought into pressure contact with a circumferential wall 19 of a housing part 8 at a rotor top part 12 in association with rotation of a rotor 5 moves, a capacity of a suction port 9 side between the elastic seal material 13 and the circumferential wall 19 is enlarged, and thereby, a fluid is sucked from a suction port 9. When a next rotor top part 12 passes the suction port 9, the fluid 20 is closed between both rotor top parts 12, 12. When a top side rotor top part 12 passes a delivery port 10 and the next rotor top part 12 approaches the delivery port 10, a capacity in which the fluid 20 is closed is reduced, and thereby, the fluid 20 is delivered from the delivery port 10. A feed pump 1 is acted so that the fluid 20 is circulated from the suction port 9 to the delivery port 10.
