PROBLEM TO BE SOLVED: To treat hardly decomposable organochlorine compounds so that the compounds can be efficiently decomposed and made harmless without requiring high equipment and operation costs. SOLUTION: Hardly decomposable organochlorine compounds or materials containing hardly decomposable organochlorine compounds are heated to a prescribed temperature in the presence of a polar solvent other than water, an alkali hydroxide and an alkoxide in a reducing atmosphere to cause thermal decomposition reactions and dechlorination reactions with the alkali hydroxide and the alkoxide. By the reactions, the hardly decomposable organochlorine compounds are decomposed and generated chlorine is fixed by the alkali hydroxide as chloride. Sodium hydroxide is used as the alkali hydroxide and methoxide is used as the alkoxide.
