PROBLEM TO BE SOLVED: To prevent operation of game facilities from obsturction by communication process by rationally carrying out communication from a game facility to a controlling means. SOLUTION: This controller stores reference data consisting of all candidates of card ID Nos. that can be issued on the day in a card unit 40 of a game machine set 9, and when the card ID No. of IC card 1 inserted into the card unit 40 coincides with the reference data, loaning of game balls is carried out, prior to transmission of card inquiry information from the card unit 40 to a host computer 10, based on the current additional amount stored in the IC card 1. The transmission of the card inquiry information is performed at the timing that a degree of crowdedness of a communication means 5 is relaxed. Also, the transmission of card issuance information from a card issuer 30 to the host computer 10 is performed at the timing that a standby time when the card issuer 30 is not used exceeds a predetermined time.
