PROBLEM TO BE SOLVED: To produce mineral water having stabilized hardness, even in the case that the flow rate is small, by measuring the flow rate of water with a flow rate sensor, and varying a control quantity through feed back in accordance with the flow rate indicated by the flow rate sensor and difference between the prescribed hardness and the measured hardness. SOLUTION: Raw water fed from a faucet of city water enters a flow dividing device 2, and is divided to mineral water entering a flow rate control valve 3 from an addition cylinder 1 and dilute water directly passing through the flow rate control valve 3, then the mineral water is fed to a mixing part 4 to be mixed. The mineral water produced in the mixing part 4 is measured of hardness with a hardness sensor 5, subsequently the flow rate is measured by the flow rate sensor 6 and the respective measurements are transferred to a control means 8. The control means 8 predetermines the hardness from a resistance value detected with the hardness sensor 5, and the hardness is compared to the hardness set with a hardness setting means 10, and a driving time of a driving part 7 is decided based on the difference. Thus, an opening degree of the flow rate control valve 3 is controlled to adjust the flow of raw water so as to realize the setting hardness.
