PROBLEM TO BE SOLVED: To eliminate a starter switch signal by judging start by an input of a sensor signal, and judging completion of start when engine rotating speed is start judging rotating speed or more. SOLUTION: In the case where an engine is started, it is judged whether rotation of an engine is started or not by whether a signal of a crank angle detecting sensor 43 is inputted or not. When rotation of the engine is started, start is judged, and engine rotating speed is calculated on the basis of a signal of the crank angle detecting sensor 43. It is judged whether engine rotating speed is start judging rotating speed or more or not. When it is not the start judging rotating speed or more, starting is judged, a predetermined fuel quantity is injected. When it exceeds the start judging rotating speed, completion of start is judged. After engine is started, control is advanced, and a fuel quantity is injected on the basis of engine rotating speed and an engine load. By eliminating a starter switch signal, costs are reduced, and an operation control device is downsized.
