PROBLEM TO BE SOLVED: To perform the dispensing supply of shredded pieces to a device for molding a paper shock-absorbing material with improved accuracy. SOLUTION: This manufacturing device comprises a paper material shredding device 2 for forming shredded pieces, provided on the downstream side of a supply conveyor 1 for supplying a paper material to be processed such as wastepaper, a starting conveyor 3 for conveying the shredded pieces received from the device 2 to a storage part 4, a dispensing drum 5 for receiving a fixed amount of the shredded pieces, installed on the downstream side of the storage part 4 and a means 9 to mold the paper shock-absorbing material after receiving a fixed amount of the shredded pieces from the dispensing drum 5. The dispensing drum 5 has a plurality of dispensing holes 51.
