PROBLEM TO BE SOLVED: To increase the activation efficiency of water in a magnetic treating device of water based on a MHD electricity generation principle. SOLUTION: A plurality of permanent magnets 10a, 10b and 10c in which the N pole and the S pole of a permanent magnet 10 oppositely disposed across a city water pipe 12 disposed at the inside of a housing 2 and having a circular cross section are placed along the pipe and the direction of a magnetic pole is reversed alternately in the flow direction of the water generate the alternating magnetic field having 1000-3000 G magnetic flux peak value. The interval between the permanent magnets 10a, 10b and 10c are preferably 30-50 mm.
