PROBLEM TO BE SOLVED: To provide the subject device easy in handling and small in floor space since the device is mounted at city water faucet, and also capable of simultaneously executing the purification and activation of water. SOLUTION: A cover body 7 to be mounted to the city water faucet A is screwed to the upper part of a water activating device main body 1 and a filter housing body 14 is provided at the lower part thereof. An outside fixed magnet belt 12 is provided at the inner peripheral surface of the water activating device main body 1 in a state in which a N pole is exposed in mid-way of the height direction, and an inside fixed magnet body 13 is provided at the water stream guide part 5 projecting at the center of the bottom surface in a state in which the N pole is exposed, the granular tourmaline 16 having 2-4 mm particle size by about 5% by volume and the magnet rolling body 17 having three magnet particles exposing the S pole by about 5% by volume are housed respectively in the water activating device main body 1. A filter 15 in which a filter material 15A is covered with a tourmaline sheet 15B is housed in the filter housing body 14.
