PROBLEM TO BE SOLVED: To selectively decompose hydrophobic organic matter in water at normal temperature and under normal pressure without using an oxidant, by electrolyzing water containing the hydrophobic organic matter and an inorganic halogen compound with a hydrophobic electrode as an anode. SOLUTION: In the case that water containing hydrophobic substance, e.g. the inorganic halogen compound or endocrine disturbance substance, etc., is treated, the water is electrolyzed by using the hydrophobic electrode as anode, thus the hydrophobic substance in the water is selectively decomposed and removed. As a preferred embodiment, raw water containing the hydrophobic organic substance and the inorganic halogen compound is introduced into a storage tank 1, and is fed to an electrolytic reaction tank 3 with a pump 2. The anode 4 of the electrolytic reaction tank 3 is a hydrophobic electrode. The electrolyzed water is returned to the storage tank 1 by circulation. The water containing the hydrophobic organic matter or the decomposed product and hypochlorous acid ions generated by the electrolytic decomposition is taken out from the storage tank 1 with a pump 5 and is fed to a column 6 filled a metallic peroxide catalyst, and is brought into contact with the metallic peroxide catalyst under normal pressure to obtain treated water.
