PROBLEM TO BE SOLVED: To produce a new fluorine-based compound capable of imparting useful properties such as low surface tension properties, low refraction properties, low reflection properties, heat, cold, oil and chemical resistances, electrical insulating properties and antifogging and antifouling properties to the surface, or the like, of a substrate. SOLUTION: This new compound is represented by the formula [Rf denotes a fluoro- saturated hydrocarbon group which may be intervened with O or may be substituted with Cl; A-Z denotes a Z-substituted vinylic monomer unit [Z denotes CO2R1 and CONR2R3 (R1 and R2 denote each an isocyanate group-containing hydrocarbon group; R3 denotes H, a hydrocarbon group or an isocyanate group-containing hydrocarbon group which may be blocked and a urethane bond, O or N), as necessary, may be interposed in the isocyanate group-containing hydrocarbon groups]; B notes a vinylic monomer unit which may be substituted; (n) is 1-5,000; (m) is 0-5,000]. The new compound is produced by reacting a fluoroalkanoyl peroxide represented by the formula Rf(=O)OO(O=)CRf with a vinylic monomer which may be substituted and is useful as a surface treating agent or an additive for a coating material.
