PROBLEM TO BE SOLVED: To increase the degree of freedom in set of groove form and groove alignment and ensure high dry steering stability by using a rubber composition consisting of a required rubber material and a fluorine surface reforming agent containing a reinforcing agent and an fluorinated alkyl group for at least the surface layer part of tread rubber. SOLUTION: In a pneumatic tire having a pair of bead parts 1, a pair of side wall parts 2 and a tread part 3, at least the surface layer part 7c of the tread rubber 7 of the tread part 3 is formed by use of a rubber composition consisting of at least one rubber selected from natural rubber, polyisoprene rubber, styrene-butadiene copolymerized rubber, isoprene-isobutylene copolymerized rubber, and ethylene-propylene-diene copolymerized rubber, and a fluorine surface reforming agent consisting of a reinforcing agent and a polymer obtained by polymerizing an ethylenic unsaturated monomer having two or more fluorinated alkyl groups in one molecule. As the reinforcing agent, silica, aluminum hydroxide or the like is used.
