PROBLEM TO BE SOLVED: To provide a device capable of providing propulsion force by operating a solar battery and a rotation motor without using an injected material, although an artificial satellite uses a propulsion device controlling its attitude. SOLUTION: This propulsion force generator has a rotary member 1 around which a cable for passing light or a cable 2 for passing electron is wound, a rotation means 3 rotating the rotary member 1 at a high speed, and an excitation means 4 for flowing light or current in the cable wound around the rotary member 1.
