PROBLEM TO BE SOLVED: To obtain a precoated fin material for a heat exchanger which is excellent in the adhesion of a water glass hydrophilic film to a corrosion resistant substrate film, and in which desired hydrophilic properties and corrosion resistance are securely maintained even if being placed, particularly, in a humid environment over a long period, and, which is capable of continuously obtaining hydrophilic properties by the hydrophilic film even if the film starts to be stained by contaminants. SOLUTION: As to a precoated fin material, on the surface of aluminum or an alloy thereof, a corrosion resistant substrate film composed of a compsn. for forming a corrosion resistant film contg. an acyclic polyalcohol of >= trivalence having >= three primary alcohols in the molecule as components, an alkali silicate, partially neutralized polyacrylic acid and a hydrophilic film composed of a compsn. for forming a hydrophilic film contg. acryclic polyalcohol of >=trivalence having >= three primary alcohols in the molecule as the main components are formed in this order, and, after the formation of the hydrophilic film, water washing or pickling is executed. In this case, it is used under the condition in which the hydrophilic film is irradiated with ultraviolet rays or light contg. ultraviolet rays.
