PROBLEM TO BE SOLVED: To provide a transparent conductive film using a polyallylate film as a base material, low in its surface resistance value even if heat treatment or treatment for the vapor deposition of a gas barrier layer or other functional film is performed after a transparent conductive film is formed and reduced in capacity lowering phenomenon such as the deterioration of a surface resistance value. SOLUTION: In a transparent conductive film wherein a transparent conductive film comprising a material selected from indium tin oxide(ITO), zinc oxide(ZnO), tin oxide(SnO2), an indium tin-metal alloy(ITM) and an alloy selected from these alloys is formed on a polyallylate film with a glass transition temp. (Tg) of 190 deg.C or higher, the transparent conductive film is formed within a film temp. range of (Tg-50)-(Tg+10)( deg.C).
