PROBLEM TO BE SOLVED: To provide a method for producing a highly concentrated hydrate at high rate by efficient reaction between a hydrate-forming material and water, and to provide an arrangement for the method. SOLUTION: This method comprises reaction between water and a hydrate- forming material (e.g. methane) in a hydrate production vessel 1 to obtain the aimed hydrate; wherein a solution 28 (desirably, saturated solution) is prepared by dissolving the hydrate-forming material in water in a relevant tank 5 so as to bring the water molecules in the solution 28 to an arrayed state close to cage structure, and the solution 28 thus prepared is fed into the vessel 1 to attain the aimed hydrate production at high rate.
