PROBLEM TO BE SOLVED: To surely perform a replacing work at low price without stopping a line and without any help from others by providing sleeve cases elevatably moving part capable of upper/lower reciprocating an elevatable rod on a second carriage, and fitting a plurality of set of sleeve cases capable of opening/closing a plurality of semicylindrical bodies to the lower end. SOLUTION: On a bridgework C provided so as to surround the upper side of the reel shaft B2 of a steel belt winding device, a first carriage 1a capable of reciprocating in the direction in parallel with the axis of the reel shaft B2. On the first carriage 1a, a second carriage 2a capable of reciprocating in the eccentrically horizontal direction perpendicular to the axis of the reel shaft B2 is loaded. On the second carriage 2a, a sleeve case elevatably moving part 3 capable of upper/lower reciprocating an elevatable rod 3b is provided. Onto the lower end of the elevatable rod 3b, two set of sleeve cases 10, 10 of which each can open/close two semicylindrical bodies are fitted, for detachably grasping sleeves A1, A2 against the axis of the reel shaft B2.
