PURPOSE: A non-contact communication system and interrogator is provided advantageously to communicate information regardless whether a responder is a signal superimposition system or a signal separation system. CONSTITUTION: A non-contact communication system and interrogator comprises a first modulator(25) which modulates a first signal having a first frequency according to interrogation data; a first transmitter(27) transmitting to a response unit a signal modulated by the first modulator; a second modulator(29) modulating a second signal having a second frequency according to the interrogation data; a second transmitter(30) transmitting to the response unit a signal modulated by the second modulator; a receiver(27, 38) receiving a signal modulated by the response unit according to the response data; and a selector(23, 26, 31, 32, 35) selectively activating any one of the first and second modulators in response to the signal received by the receiver.
