PURPOSE: A method for controlling a load by sensing a channel load in a wireless packet network using a band diffusion signal is provided to set a time slot to be smaller than a packet, for the transmission by one packet over time slots, and to allowance a base station to decide whether to permit packet transmission using a channel load of a prior slot, for transmission to every terminal. CONSTITUTION: A terminal remains in an idle state(110), if a packet is not generated. If a packet is generated, and a transmission allowance signal or a packet transmission failure signal is received, the terminal is transferred to a transmission state(120). If a packet is generated and a transmission disallowance signal is received, the terminal is transferred to a backlogged state(130). If packet transmission is not completed, and a transmission allowance signal or a transmission disallowance signal is received, the terminal of the transmission state(120) remains in the transmission state(120). If the packet transmission is completed, a transmission allowance signal or a transmission disallowance signal is received from a base station, and a packet does not remain in the packet, the terminal is transferred to the idle state(110). If a packet transmission failure signal, packet transmission is completed but a packet transmission failure signal is received from the base station, or a transmission allowance signal or a transmission disallowance signal is received and a packet exists in the terminal, the terminal is transferred to the backlogged state(130). If re-transmission is not allowed, or a transmission disable signal is received from the base station, the terminal of the backlogged state(130) remains in the backlogged state(130). If re-transmission is allowed, and a packet transmission failure signal or a transmission allowance signal is received, the terminal is transferred to the transmission state(120).
