PROBLEM TO BE SOLVED: To surely restrict all portable telephone or release restriction by providing a mobile communication controller that selects a path every time a portable telephone moves a speech available area and selects a base station and allowing the controller to recognize a moving state of the portable telephone in response to a selecting state of the path. SOLUTION: In the portable telephone ringing restriction control system, a mobile communication controller 3 recognizes a moving state of a portable telephone 1 in response to a path switching every time the telephone 1 moves through a speech enabled area, restricts call processing on the telephone 1 so as to surely restrict all telephones 1 or release the restriction. This mobile communication controller 3 is provided with a path selection count section 31, a restriction control section 32 and a mobile communication control section 33, the restriction control section 32 restricts the call processing onto the telephone 1 and the mobile communication control section 33 applies selection control to a base station 2 in use.
