PROBLEM TO BE SOLVED: To easily design and edit a graphical user interface operation picture on an image generating device which generates the graphical user interface operation picture. SOLUTION: A GUI component image process part 111a stores GUI components as images in a specific area on a memory 160 and a picture image generating process part 111 generates an operation picture as a picture image by using the GUI components and stores the picture image in the memory 160. Then a new picture setting process part 113 sets a master picture among generated picture images and displays the master picture in the background of a picture which is being edited.
