<p>PROBLEM TO BE SOLVED: To perform fast transfer and quality assurance by making a client perform a call setting request to a band control part managing resources in a network, making the band control part assign a band from residual bands and reallocating bands in addition to satisfying the minimum assurance bands to the bands of the other calls to increase residual bands when the minimum assurance bands are not satisfied. SOLUTION: Editing terminals 40 to 80 send a call setting request to a band controller 20 before performing data communication. The call setting request has a band needed by the editing terminals as a declared band. The controller 20 receives the request, refers to a line management table and compares residual bands with the declared band. As a result, when the residual bands have a line being larger than that of the declared band, the residual bands of respective lines are compared, and the editing terminals are notified that a call should be made to the input-output line having the largest residual band in a video accumulating server side with a declared condition. When the residual bands in all of the lines are smaller than that of the declared band, the residual bands are compared with a minimum assurance band.</p> |
