PROBLEM TO BE SOLVED: To attain transfer processing with quality requested by an application and to allow a called side to generate a routing table at setting of two-way connections by distinguishing a connection address mapping from a connection session mapping. SOLUTION: A traffic control section 1b in a terminal 1 in this system discriminates a traffic type required by an application 1a. In the case of a called side, a traffic type discrimination section 1d discriminates a traffic type required by a application of a called side terminal based on the connection quality information included in a received setup message, and a connection control section 1c sets a parameter of a switched virtual connection SVC parameter so as to be optimum to the application 1a through address mapping or session mapping.
